Baltimore County Pushes Loch Raven Drive Culvert Replacement Forward
A permit application now before state regulators outlines pipe upgrades and stream protections along the roadway.

Baltimore County has submitted a joint permit application to the Maryland Department of the Environment for replacement of the Loch Raven Drive culvert over an unnamed tributary, known as LRD Culvert 11.
Project details and wetland protections
The work calls for installation of roughly 148 linear feet of 48-inch reinforced concrete pipe along with upstream and downstream endwalls. Crews would also place 63 square yards of Class I riprap and 117 square yards of Class II riprap around the new culvert, plus an additional 168 square yards of riprap at a nearby washout area supported by 235 cubic yards of compacted aggregate. The project would restore 93 square yards of pavement and repair 52 linear feet of curb and gutter.
Temporary impacts would affect 496 square feet, or 171 linear feet, of perennial stream, 666 square feet of palustrine emergent wetland and 1,255 square feet of nontidal wetland buffer. Permanent impacts would cover 110 square feet, or nine linear feet, of perennial stream, 930 square feet of palustrine emergent wetland and 1,002 square feet of nontidal wetland buffer. Baltimore City Department of Public Works is listed as the applicant on the filing.
Community input on other county road projects
Residents near Old Frederick Road on Frederick Road have already weighed in on slope stabilization options through meetings held in 2022 and on October 26, 2023. An initial 30 percent design for a one-way road option was presented at an August 22, 2024 community session, with a recording available online. Additional current work includes the Fullerton Reservoir project and the Windsor Mill Road Improvement Project, each with dedicated contact points for questions.
